It does it because its completely annoying when people post in all caps. Plus its considered VERY bad netiquette. However, you can type in all caps as long as there is one lower case letter included. As such:
 
I stubbed my toe and a piece of the nail broke off....all the way up at the skin. :verysad:
 
When I was little, I opened a closet door and my feet were too close to the door. My toe went under the door but my toenail didnt. My toenail was literally lifted off the toe. It looked like the filling of a strawberry pop-tart. I remember it hurting a whole effing lot.
