I had that happen a few days ago. I waited about a 1/2 hour, then came back and the rest of my reps were available. It seems to be a rolling 24 hour window, so if you give 10 reps starting at 9:00, then come back the next day at 8:58, you will still be unable to rep. You may have been right at the window where only 1 of your reps had passed the 24 hour mark, with the rest at the 23:xx mark.
