In this regards, and due to the good and positive results we received from this special meeting a Total sum of US$2.3 Billion U.S. Dollars have being approved from the supplementary Budget Bill which was approved by the Upper House of assembly recently to pay all foreign Contractors whose payment have been hanging since 1989. In order to s how the World Democratic and Transparent Government by this Government, and give Foreign Contractors 100% assurance that in two (2) working days their contract sum will be effected to their nominated Bank Account. This Government has inaugurated the Joint Action Committee (NNPC) under the full guidance of the World Bank Group who is to check the progress of the committee and see to it that every Contractor receives his/her money within the next two working days immediately the Contractor has contacted the Joint Action Committee (NNPC) have being empowered with the Federal Contract Payment previously approved by the past Regimes/Administration which their payment were not effected.



This morning, a telex signal was sent to the Joint Action Committee to effect the payment of your Contract sum and six other Contractors within the next two working days. You are however, strongly advised for the interest of your person/Firm to contact Joint Action Committee, and headed by MR. PAUL EGOBIA on Email: [email protected] for the Immediate payment of your Contract Fund within the next two working days on receipt of your Certificate of Indemnity. The Central Bank of Nigeria (CBN) or other Government bodies local or abroad does not have the power to effect your payment without the due clearance and Instruction from the committee. You are advised to call the Committee for the immediate payment of your Contract sum within the next two working days as they are on standby to effect your payment into your nominated bank account as soon as you get in touch them. Please, you are advised to adhere to his instruction to enable him release your contract sum to you at once within the stipulated time frame given. Michael, citizen of your country, who used to

the 21st of April 2001, Mr. Michael, his wife and
his three children were involved in a drastic car

with my bank. And due to the banking law and
regulation of 1985, sub section 18d page 103
chapter 11 of constitution governing all banking
policy , and in accordance to the banking decree
003 sub section 45 which stated that any
deposited fund which remains unclaimed after the
existing period of four years will be confiscated
by the national treasury department as unclaimed
fund. And this has brought too much agitation in
our bank between boards of directors on how to
declare this account unserviceable, base to the
fact that the deceased has no next of kin. After
the meeting held by the executives of
intercontinental bank with the personal attorney
to late Michael on 15th of May 2005, they have
all agreed to extend the date to 15th May 2006.

Consequently to this, I have contacted you to
assist in repatriating the money and property
left behind by my client before they Get them
confiscated or declare unserviceable by
intercontinental bank Plc Where the deceased have
an account Valued at about (USD15,
345,000.00).The bank has issued out a notice to
provide the next of kin or have the account
confiscated with in the next few weeks. Since no
one has been able to locate their relatives for
over 4 years now, I seek your consent to present
you as the next of kin of the deceased so that
this account valued at (USD15, 345,000.00) can be
paid to you and then you and I Can share the
money. All the necessary documents concerning
this claim are with the Bank legal department.
All I require is your honest cooperation to
enable us seeing this deal through. I guarantee
that this will be executed under a legal
arrangement that will protect you from any breach
of the law. In order to proceed, I would like you

will enable me to gather some legal documents
that will fully legalize you to inherit this
