My choice was going to be Gods and Generals, but I had to look it up. Thats the only one that meets the conditions of the quote and having Duvall in the cast.

It is well that war is so terrible... or we should grow too fond of it. is how I remembered it.

There are many different versions of this quote as well as the those who think it was never said at all. (in real life)
