The R100 with the 18-45mm kit kens for $219 is still a good deal. The R100 has a worse reputation than it deserves. It mainly got the bad reputation for being too close in price to the superior R50 along with Canon making the surprising decision to give it a fixed non touch screen.

However, Canon has dropped the price on it a lot and for whatever reason never has any good sales on the R50. The R7 and especially the R10 have had way better deals from time to time although not this Black Friday.

The problem with the kit, which affects other models as well, is much more so the lens than the camera. Canon really cut corners with the kit kens and there isn't really any replacement aside from the excellent but relatively expensive $500 Sigma 18-50mm f/2.8. The lens selection for Canon RF-S mount, although starting to get slightly better, has always been bad.

If you mostly shoot landscapes, or otherwise very wide angle shots, an R100 paired with the RF-S 10-18mm f/4.5-5.6 IS STM would be a good budget setup. Another decent option is to pair it with budget manual focus lenses such as those by TTArtisan or 7artisans. It will do well for portraits with autofocus (including eye autofocus) with a Canon RF 50mm f1.8 as well. Its just disappointing Canon cheaped out so much on the kit lens and hasn't done much else with the RF-S mount yet. Canon's 18-150mm lens is fine too but overpriced and probably more than most buying a cheap camera would want to spend.
