From a flyer I received from Charter. And obviously you must live in a Charter Communications cable area and be in one that offers Telephone service to get this.

I couldn't find a web link to this inforamtion but I'm still looking.
Also, when this promotion is over in a year, you pay the full rate. You can go back to your old phone service which may offer incentives or if you have other Charter services you suppossedly can bundle them together and I guess you can save there as well.
