'Refurbished router' is one step above 'refurbished hard drive.' There is nothing they do to 'Refurbish' things like this.

Sure enough, nearly half the reviews on Newegg are 1 star, and the very first one confirms that someone got a 'certified refurbished' router than wasn't even reset from the previous owner's settings.

Refurbished these days usually means 'The guy that bought it probably didn't know how to set it up. We'll just tape the box back up and sell it to someone else while crossing our fingers.'
